My first CPAN module

Just for the fun of it, I've implemented parts of this years April 1st RFC »The Transmission of IP Datagrams over the Semaphore Flag Signaling System (SFSS)«. This makes Acme::RFC4824 my first module on CPAN (isn't it nice that Perl has its own namespace for funny modules?). So start waving those flags now :-)
